Pat West

After a full and rich life in the public sector, I contemplated many options for my next journey including taking up new hobbies, enjoying more vacations, spending more time with family, or volunteering my time at organizations and causes that I enjoy and support. What eventually won me over was the fun and excitement my background and experiences have afforded me. With so much more energy and desire to help local cities, I chose the opportunity to open a unique niche consulting practice. I am so fortunate in that I’ve been able to join forces with like-minded professionals who have joined with me on this new venture. Together, we share values and viewpoints and are excited to have a new opportunity to work together. We all thoroughly enjoy helping local cities and governments grow and thrive and look forward to many more successes together.

Angela McGrath

Angie worked for the City of Long Beach for 32 years. Her last 12 years were spent working as the Executive Assistant to the City Manager where she was a key member of the city's management team and responsible for the daily operations of the City Manager's office. She retired in 2018. As an Associate at Pat West LLC, Angie manages day-to-day operations, conducts research, and interfaces with clients.

Oscar Orci

Mr. Oscar W. Orci has more than 30 years in community development and municipal management experience working for cities across Southern California. Most recently Oscar served as Director of the Development Services Department for the City of Long Beach. He has also served as Director with the cities of Redlands, Banning, La Quinta and Rolling Hills Estates. He has successfully executed large-scale projects, including general plan updates, the implementation of streamlined permitting systems, and various development and budgeting efforts. Oscar is an American Planning Association (APA) Award winner.

Craig Beck

Craig recently retired as Director of Public Works for the City of Long Beach. With a 34-year career in public service, his experience spans project development, strategic planning, community engagement, utility administration, and staff growth. Most recently, Craig was the Project Executive for the $500 million Long Beach Civic Center project, structured as a Public, Private, Partnership (P3). Craig's unique experience managing large, complex projects, while communicating with both elected and community members has led to the delivery of numerous successful projects.

Jim McDonnell

Jim McDonnell brings nearly 40 years in public safety experience to McDonnell Strategies Group. McDonnell served with the Los Angeles Police Department for 29 years in every rank up to First Assistant Chief, and then was selected to lead the Long Beach Police Department as Chief of Police, where he served for five years before being elected as the 32nd Sheriff of Los Angeles County. McDonnell provides advice to corporate, media and public agencies on a variety of topics including counter-terrorism, leadership, policing, IT, police accountability & community engagement.

Nadene Gallagher

Gallagher PR and Marketing Principal Nadene Gallagher is a public relations and marketing professional with a broad range of experience in multiple industries including development and planning, municipalities, commercial real estate, manufacturing and engineering. She offers the full range of communications including strategic planning, branding, design, marketing and publicity services.

Dr. Robert Kleinhenz

Robert Kleinhenz, Ph.D. is Founder and Principal Economist with Kleinhenz Economics, a private consulting firm that specializes in cities and regions, economic development, and real estate. Dr. Kleinhenz has over 30 years experience and is a frequent contributor to the media. He is also the Associate Director of the Cal State Long Beach Office of Economic Research.
